The shelves aren't 664 mm.
A 700 mm carcass in 18 mm plywood leaves an internal span of 664 mm. But the shelves in that cut list are 676 mm — because they seat into a 6 mm dado on each side.
Cut them at 664 mm and every shelf is 12 mm short with visible gaps at both ends. It's the classic mistake, and it's the difference between a cut list derived from geometry and one typed into a spreadsheet.
The same applies to the shelf depth: 294 mm rather than 300 mm, leaving room for the rabbeted back panel.
